This is the second batch of releases of the annual update of emission factors in the emission factor library, released on November 21, 2025.


New data

  • AIB (2025)

    • emission factors covering country-average electricity generation factors in Europe. Data published in 2025 covers data for 2024 due to a one-year lag in reporting.
  • IEA (2025)

    • emission factors covering country-average electricity generation factors, T&D losses and well-to-tank emissions. Data published in 2025 covers 2024 (provisional) and 2023 data due to a lag in reporting.
  • Energimarknadsinspektionen (2025)

    • emission factor covering residual mix (market-based) for Nordic electricity mix. Data published in 2025 covers data for 2024 due to a one-year lag in reporting.
  • IVL (2025)

    • emission factor covering the usage mix (Scope 2 location-based and Scope 3) for Nordic electricity mix. Data published in 2025 covers calculated emission factors for 2021 - 2023, and the average of these has been used, as recommended by IVL.
  • CTR, HOFOR and VEKS (2025)

    • average district heating emission factor for end users in the Greater Copenhagen area. Data published in 2025 covers data for 2024 due to a one-year lag in reporting.
  • Finnish Energy (2025)

    • average district heating emission factor for Finland. Data published in 2025 covers data for 2024 due to a one-year lag in reporting.

Data changed


  • IEA

    • IEA has stopped providing CH₄ and N₂O components for the provisional 2024 electricity data included in the 2025 dataset. This represents a change from previous years, where provisional data included all greenhouse gas (GHG) components. Following IEA’s recommendation, the CH₄ and N₂O values for all affected countries and regions have been carried forward from the most recent year in which they are available. This update affects Scope 2 electricity emission factors for all countries and regions where only CO₂ values were published for the provisional 2024 data. Full details are documented in the assumptions and data quality issues fields for the relevant factors.

    • In the IEA (2025) dataset, several countries still have 2023 as the most recent available year. Because 2023 was also the latest year in the previous IEA (2024) dataset, new entries have been added with a ValidFrom date of 2023-01-02 to ensure existing values are not overwritten. This applies to: Democratic Republic of the Congo, Egypt, Guatemala, Indonesia, Panama, and Tunisia.

  • Green-e & e-Grid

    • emission factors covering electricity generation factors in the US
    • Expected release: No confirmed dates on when updated data will be available, but generally this is in December-January.

  • RISE

    • emission factors covering food & beverages in Sweden
    • Expected release: No confirmed dates on when updated data will be available, but this is generally in December.
