What’s new

The following EXIOBASE versions are now available in the platform:

  • EXIOBASE v3.10 – emission factors based on 2022 data
  • EXIOBASE v3.11 – emission factors based on 2023 data, plus inflation-adjusted factors for 2024 and 2025


What to expect

When adopting newer EXIOBASE versions, emission factor values may change, sometimes significantly. This is especially the case when moving from v3.9 to v3.10, which represents the largest step change across recent EXIOBASE releases.

EXIOBASE attributes these changes to:

  • updated data and routines,
  • improved handling of outliers,
  • expanded methodological coverage (including additional greenhouse gases and using AR6 Global Warming Potentials), and
  • refinements in how regional averages are calculated.


More generally, EXIOBASE spend-based emission factors are derived from environmentally extended input–output (EEIO) models. These provide system-level estimates rather than direct measurements and are therefore more sensitive to updates in underlying data and modelling assumptions than activity-based emission factors.


Due to the nature of environmentally extended input–output (EEIO) models, EXIOBASE does not provide line-by-line explanations.


Europe region update

From EXIOBASE v3.10 onwards, the legacy “Europe” region has been replaced by two regions:

  • EU Advanced
  • EU Emerging


In Position Green, the list Exiobase- Complete list, Europe (spend-based) uses EU Advanced factors from 2022 onwards, in line with EXIOBASE’s recommendation to default to EU Advanced unless the activity is known to originate from an EU Emerging country.

To reflect this change, the list has been renamed to Exiobase- Complete list, EU Advanced (spend-based) in the Emission Factor Library.

Where an activity is known to relate to an EU Emerging country, customers can instead connect list items to the EU Emerging factors. If you are unsure which region applies, please contact your Customer Success Manager for guidance.


What action is required?

No action is required unless you choose to apply the updated EXIOBASE emission factors.

You may decide whether and when to adopt the updated factors (v3.10 and v3.11), and which reporting years to update, based on your reporting, assurance, and internal policies.


If you choose to apply the updated factors, you can either:

  • Apply the updates yourself by managing emission factor connections in the Emission Factor Library (see here), or
  • Engage Position Green for support, including applying updates and helping interpret resulting changes.

If you are using EXIOBASE regions or factors that are not available in the standard Emission Factor Library, please contact your Customer Success Manager to discuss how updated factors can be applied in your setup.


Indicative context on emission factor changes (optional)

For customers who would like additional context on the typical range of changes between EXIOBASE versions, we provide an emission factor update log covering all updated lists.

The update log links to separate, list-specific files showing broad percentage ranges of change between EXIOBASE versions. To find the relevant information:

  • Open the EXIOBASE emission factor update log
  • Locate the Emission Factor Library list you use (for example, Global, Europe, or country-specific lists)
  • Follow the link to the corresponding list-level overview

These ranges are provided for high-level expectation-setting only and are not intended to explain changes in individual emission factors or predict customer-specific outcomes.
